How about trying to create a new Mac user profile and setup the Outlook account in the new profile and see if it makes a difference? Or try creating it on another users Mac, just to rule out the device?
These steps to setup your Outlook account make the assumption that you have already installed Outlook. If either your Apple user account name is different from your ShortID or your Apple user account password is different from your Active Directory password, use these instructions.
Scroll down in the list of payloads, locate the Custom Settings payload and click the Configure button. Click the Upload button and choose the com.microsoft.office.plist file on your desktop. I also don't have it in 16.16.15. I work remote so it would really help (I'm in California and my company is in Dallas). I don't know if this version of office is subscription or retail - it's whatever was on the laptop that the company sent me.
